CHICAGO (AP) ? Mayor Rahm Emanuel secured an extension of Chicago's school day and empowered principals to hire the teachers they want. Teachers were able to soften a new evaluation process and win some job protections.
As students returned to the classroom Wednesday following a seven-day teachers strike, both sides found reasons to celebrate victory. But for all the rhetoric, the wider effects of the walkout were difficult to gauge, and experts said the walkout might not resonate far beyond Chicago, a union-built city where organized labor still wields considerable power.
"I think a lot of what went on to a certain extent is peculiar to Chicago," said Martin Malin, director of the Institute for Law and the Workplace at the Kent College of Law in Chicago.
A report that characterized the relationship between the teachers union and Emanuel as "toxic" was on point, Malin said. Now that a deal has been reached, the challenge for both parties "is to seize that and work on rally transforming the relationship."
Everyone involved in the dispute emerged with an achievement to trumpet: Teachers said the strike sparked an important national conversation about school reform. Union activists said it provided inspiration for public employee unions that have lost ground nationally. And Emanuel declared it a boon for students trapped in failing schools.
American Federation of Teachers President Randi Weingarten said the strike showed that teachers want a voice in improving schools rather than shouldering the blame for those that are failing.
"The bottom line is ... you had teachers standing up for what they need to teach and what students need to learn," Weingarten said.
But in lots of other places, the circumstances that led to Chicago's walkout don't apply. For one thing, many states forbid strikes by teachers and other public-employee unions, Malin said.
Thomas Hatch, a professor Columbia University's Teachers College, said the strike focused attention on new teacher evaluations and fears of closing neighborhood schools. But he agreed that some factors, such as the personalities involved, are unlikely to affect other districts.
Meanwhile, more than 350,000 Chicago children returned to classes, restoring the routines of families whose daily lives were upended when youngsters suddenly had nowhere to go during the day.
Iquasai Carpenter, a home health care worker with two children in elementary school, said her kids did homework packets at home during the strike.
"They missed school. They missed their teachers. They missed their friends," she said as she dropped them off for class.
She sympathized with teachers and said they deserved pay raises. She didn't like the idea of the new evaluations that take student test scores into account, but she was glad the union negotiated down what percentage would be factored in. If students don't progress, she said, it isn't always the teachers' fault.
The nation's last big-city teachers strike was Detroit in 2006. Chicago had not seen teachers walk out since 1987.
"It's been a really long time since a major urban district went on strike," said Christine Campbell, a policy director at the University of Washington's Center on Reinventing Public Education. "Everyone's paying attention to try and get some lessons out of it."
She said the improvements will make the mayor look good in the long run and demonstrated that unions still have relevance.
She wasn't sure, though, that such a strike could be replicated in other cities, something she attributed to the local figures involved and their leadership.
"The personalities are spiciest in Chicago right now," she said.

"Going forward, our intent is to leave the policy debate over same-sex marriage to the government and political arena,? the company said in a statement Wednesday. Its charitable arm, WinShape Foundations, gave $2 million to gay-marriage opponents such as Focus on the Family in 2010 alone, according to ABC News.
The news emerged from Chicago, from the office of city Alderman Joe Moreno, who helped drive the controversy by vowing to block Chick-fil-A?s application for a building permit in Chicago?s hip Northwest Side ward over statements by CEO Dan Cathy this summer. Mr. Cathy told the Baptist Press in July that he was ?guilty as charged? for supporting ?the biblical definition of the family unit.?
The comments caused demonstrations and counterdemonstrations, including a Chick-fil-A Appreciation Day suggested by former Arkansas Gov. Mike Huckabee (R). The Henson Group, of ?Muppets? fame, broke off relations with the company over the flap. Many gay acdtivists vowed to shun the restaurant, while conservatives alleged that Mr. Moreno and other politicians were engaging in ?thug? politics by punishing a private business for protected speech.
With 1,614 restaurants nationally and as sponsor of the Chick-fil-A college bowl ? not to mention those highway billboards with the cows ? the company is a corporate success story that made a name for itself with tastefully spiced and artfully fried chicken breast served on fluffy buns with a few pickles as the only condiment.
Despite considerable public support for the company's right to exercise its free-speech rights, Chick-fil-A evidently saw several reasons to switch course. (Chick-fil-A headquarters said Wednesday that, beside its written statement, it won?t make any more public announcements on the topic.)
Some marketing experts say the company, with revenues of about $4 billion, could see a slight dip in business because of the controversy, especially if it remained unresolved in the public?s eye.
More immediately, the company?s corporate plans to broaden its reach outside of the South may also be a factor in its policy change. The company's socially conservative management has made news before, but the firm's values seemed in sync with?many Southerners' views on church, God, and marriage. But Chick-fil-A's efforts to expand into places like Chicago and cities in California have put those values into the limelight, raising difficulties not only in obtaining construction permits but also vis a vis local and regional consumer attitudes.
?Chick-fil-A is part of the South. It?s part of the Southern culture, and they?ve done an outstanding job of expanding over the years,? Greg Sanders, publisher of Food News Media, told the Atlanta Journal-Constitution in July. ?But let?s be frank, if they?re new in California, not only are social attitudes possibly different in that part of the country, but there?s also not a bank of good will with that brand being built for up years [as it is] in the South.?
For Chick-fil-A, the change in corporate donations may be a small sacrifice. Though some will argue that the company gave in to political correctness, the memo Chick-fil-A vows to send to employees contains the same message that it made public last month ? that the company takes pride in treating ?every person with honor, dignity and respect ? regardless of their beliefs, race, creed, sexual orientation and gender.?
Yet the funding reversal also highlighted the risks companies and nonprofits take when they take public stances on divisive social issues.
After public outcry in January over its short-lived decision to end funding for Planned Parenthood, an abortion provider, the Susan G. Komen Foundation backtracked and shook up its corporate staff. Even so, Komen has seen participation in its annual breast cancer walks drop in some areas. In San Francisco, registration for this month?s walk was down 50 percent from last year.
Meanwhile, in Atlanta, some of those offended?by Chick-fil-A's charitable giving practices reacted positively to its?announced course change.
?This gay chicken will [now] cross the road for some waffle fries?regardless of what you think about me,? writes ?Wilbur? in a comment on the Journal-Constitution website.?

Former Hurricane Lane has fizzled and its remnant circulation was spotted in a blanket of low clouds in the Eastern Pacific Ocean.
NOAA's GOES-15 satellite sits in a fixed orbit over the western U.S. and captures continuous visible and infrared imagery of the western U.S. and the Eastern Pacific Ocean. On Sept. 19 at 11:45 a.m. EDT, GOES-15 captured a visible image of post-tropical Lane's remnants that appear as a small circulation center. The center was located over 1,000 miles from Baja California in an extensive field of stratocumulus clouds. Stratocumulus clouds are usually found below 8,000 feet (2,400 meters), and are shallow clouds that do not grow vertically because of stable, drier air above. The image was created by NASA's GOES Project, located at NASA's Goddard Space Flight Center in Greenbelt, Md.
At 1500 UTC (11 a.m. EDT) on Wed. Sept. 19, 2012 post-tropical cyclone Lane had maximum sustained winds were near 35 mph (55 kph) and winds were weakening as a result of the low pressure area being over waters too cool to maintain it. Sea surface temperatures in the region where Lane's remnants were located are colder than 22 degrees Celsius (71.6 Fahrenheit). In order to maintain a tropical cyclone, sea surface temperatures of 26.6 Celsius (80 Fahrenheit) are needed.
Lane was centered about 1,380 miles west of Cabo San Lucas, Mexico, near 20.9 North latitude and 131.3 West longitude. The low was moving to the west near 5 knots, and the National Hurricane Center expects Lane's remnants to continue moving west.
Lane was a post-tropical remnant low pressure area on Sept. 19 and is expected to continue steadily weakening and should dissipate into a trough (elongated area) of low pressure on Thursday, Sept. 21.
